Candace L. Gilligan RN, MSN
Candace Gilligan has over 40 years of experience as a high-level administrator in large healthcare systems. In addition she has developed and managed mental health and substance abuse services for both private and public sector organizations focusing on vulnerable, at-risk populations across the life span. Her past experience includes :
- Assistant Commissioner of Managed Care within the Tennessee Department of Mental Health Substance Abuse Services
- Chief Executive Officer of the Middle Tennessee Mental Health Institute
- Clinical Director of Magellan Health Systems Medicaid contracts in Tennessee
- Implementation Director for Magellan Medicaid contracts in Montana and Pennsylvania
- Various other positions responsible for policy and operations
Her leadership resulted in creative strategies to integrate physical and behavioral health services in Medicaid managed care contracts. This resulted in improved outcomes for the insured and more cost-effective provider services. Due to her experience in the economics of healthcare economics, she has been able to effectively downsize large healthcare agencies with minimal impact on service delivery.
Amy Machtay
Amy Machtay is a Certified Professional in Healthcare Information and Management Systems (CPHIMS), an elite group with exceptional skills in
Analysis, Design, Selection, Implementation, Support and Maintenance, Testing and Evaluation, and Privacy and Security. Amy comes to us with more than 19 years’ experience in healthcare information systems design, development and implementation for both payers and providers. Her qualifications include system development and implementation in claims, credentialing, healthcare data warehousing, clinical analytics, financial/practice management and electronic health record systems.
Amy has spearheaded numerous IT initiatives for many facets of healthcare technology and has coordinated roles and responsibilities between board members; C-level executives; doctors, nurses and technicians; IT professionals; financial staff; and healthcare analysts. She is regularly looked upon to turn around failing projects, develop realistic and achievable action plans for IT projects and guide them to completion within acceptable timeframes. Her hands-on experience provides her the expertise to audit, inspect, analyze, problem-solve, recommend and communicate effective solutions for successful outcomes. She managed the development and deployment of a clinical analytics application for more than 30 state Medicaid agencies across the U.S. and has worked with providers at clinics and hospitals in KY, MA, NY, MI, TX, IL, CA, and UT since 2010 assisting them with meaningful use attestations. Her clients have qualified for millions of dollars in meaningful use incentive payments to date. Amy has provided consultation to healthcare providers for all phases of EMR projects.
